Brazil switches off its licensed online casinos

The biggest slots story of the week is a market disappearing. Brazil's government published Provisional Measure 1,394 on 25 September 2026, banning fixed-odds betting, which covers sports betting and online casino games alike. Deposits stopped straight away, players had until 11:59pm Brasília time on 5 October to withdraw, and licensed sites go offline on 6 October.

President Lula tied the ban to household debt and gambling addiction, and an Atlas/Bloomberg poll reported by Casino.com found 75% of Brazilians backed it. Banks are due to return remaining balances between 9 and 14 October, and licences expire on 25 October.

Operators moved first. Flutter confirmed on 28 September that it had stopped all sports betting and iGaming through Betnacional, cutting about $70m from 2026 revenue and about $20m from adjusted EBITDA, and said it is "reviewing all available options, including the potential to appeal". Entain lowered its guidance too, with Brazil worth about 5% of its online net gaming revenue.

For slot fans the bigger point is the supply side. Brazil had become one of the most important markets for Pragmatic Play and PG Soft, whose Fortune Tiger family drove much of the casino demand there. Pareto Securities expects a low to mid single-digit hit to Evolution's revenue in the short term, with Latin America worth 8.6% of the group's sales over the past year. Evolution owns Nolimit City, so studios behind many of the games we cover will feel it.

What happens next rests with Congress, which has 120 days to approve, amend or reject the measure. Regulus Partners put the chance of a blackout lasting at least a week at 85%, according to Intergame, and Betano is preparing legal action. Pareto's warning is the one to remember: displaced players may simply move to offshore sites, which removes the licensing, tax and player protections the 2025 rules brought in.

Hacksaw releases Le Vampire, the 14th Le slot

Hacksaw Gaming released Le Vampire on 1 October, the 14th game in its Le series, with Smokey the raccoon in fangs for Halloween. It plays on a 6x5 Cluster Pays grid with Super Cascades, medium volatility and a top win of 15,000x the stake.

Pragmatic Play launched Gates of Olympus 2500 on 28 September, pushing Zeus's orb multipliers up to 2,500x and the maximum win to 25,000x the stake. It keeps the 6x5 Scatter Pays grid and tumbles of the original, with an RTP of 96.52% plus 95.5% and 94% versions.

The real change is the bonus. Four or more Zeus scatters spin a wheel that picks one of four free spins modes, two standard and two Super versions that guarantee a minimum 10x orb. Volatility is high, with a published hit frequency of 27.93%, and UK stakes start at 20p and stop at £5. Bonus buys are offered only outside Great Britain.

G2E Las Vegas: a Queen slot and new cabinets

The Global Gaming Expo ran from 28 September to 1 October at the Venetian Expo in Las Vegas, and the most talked-about slot was IGT's first official Queen game. Built with Ceremony of Roses, the Sony Music Entertainment subsidiary that licenses the band, it uses 10 Queen tracks, approved photos and video, four bonuses and six jackpots on IGT's Summit75 cabinet.

IGT gave no release date, though Casino.org notes that big G2E launches usually reach casino floors within three to four months. Play'n GO joins Germany's online casino association

Play'n GO has joined the Deutscher Online Casinoverband (DOCV), the trade body for Germany's licensed online casinos, with members voting unanimously to admit it. The news broke on 30 September, and Melanie Hainzer, its Market Owner for DACH, will represent the Book of Dead studio.

The reason is Germany's leaky market. Industry estimates put the share of players using licensed sites at only 30% to 50%. Chief commercial officer Magnus Olsson told Focus Gaming News that good regulation must create "a licensed market they actually choose to use". Expect Play'n GO to push for rules that make licensed German slots more competitive with offshore sites.

Octoplay wins Pennsylvania, Games Global plans 20+ October slots

Octoplay has received interim authorisation from the Pennsylvania Gaming Control Board, its third US state after New Jersey and Michigan. The studio has more than 80 slots, including branded games such as Elvis Burning Jackpots, and TheLines reports that its planned Brazilian launch has stalled because of the ban.

On 5 October Games Global published an October schedule of more than 20 titles, led by Halloween sequels. The headliners are Phoenix Reign of Horror from Wishbone Games with a seven-modifier cash collect, Granny vs Zombies 2 Loot Collect from PearFiction Studios, Cash Abduction 5000X Gold Blitz Fusion from Neon Valley Studios and Bigger Bonanza Platinum Rush Express from AreaVegas Games, as listed in the European Gaming release.

Pragmatic sets a €1.25m Kevin Hart promotion

Pragmatic Play announced a €1.25m prize pool on 29 September to build up to Kevin Hart hosting its live casino games on 6 and 7 November. "PLAY with KEVIN" runs from 19 October to 2 November and asks players to collect letters across live games and slots, "BET with Kevin" runs from 2 to 7 November, and more than 30,000 prizes drop during the live shows.
